Important Update for Ukrainians in Sweden: New Work Permit Rules from 2026

Today, May 22, at a press conference at the Ministry of Justice, amendments to the regulation (förordningsändringar) under the proposal “New rules for labour immigration” were presented. This is important for everyone who has or plans to apply for a work permit — especially Ukrainians.

What changes from June 1, 2026

The salary threshold for a work permit will increase from 80% of the median salary (SEK 29,680) to 90% (SEK 33,390).

However, the government introduced several exceptions. For those who qualify, a reduced threshold of 75% of the median salary (SEK 27,825) will apply — even lower than the current 80%.

Among the listed groups are mass refugees from Ukraine (temporary protection holders). This means that if a person under the directive applies for a work permit, the reduced threshold applies: 75% (SEK 27,825), not 90% (SEK 33,390).

The regulation is expected to enter into force on June 1, 2026. This is a government regulation (förordning), not a law passed by the parliament.

In my view, this is very positive news for Ukrainians whose salaries do not reach SEK 33,390. It shows government support for those under temporary protection.

Important: family maintenance requirements remain

The 75% threshold applies only to your personal salary. If applying with family, a separate maintenance requirement (försörjningskrav) applies. The Migration Agency calculates income after tax minus housing costs, and the remaining amount must cover the standard amount (normalbelopp) for all family members.

Normal amount 2026 (SEK/month):

— 6,243 — single adult
— 10,314 — couple
— 3,336 — child 0–6
— 4,004 — child 7–10
— 4,672 — child 11–14
— 5,339 — child 15+

So even if the salary meets the reduced threshold, the family maintenance requirement may still not be fulfilled.
